With reference to paragraph & of my Despatch Confidential of the 14th. instant, I have the honour to inform you that I caused Mr. E. A. Irving to be informed of my recommendation that the pay of his post as Director of Education should be raised

to that of Class I of the Sterling Scheme and that he would be

allowed, in view of his past service, to at once draw the maximum of £1,000 with £150 Duty Pay.

It was pointed out to him that, if he were to accept this, he would have to remain on the Sterling Scheme for the remainder of his service and he replied that he was prepared to accept the promotion on that condition.

In this connection it might be noted that Mr. Irving is giving up some possible future advantages inasmuch as he is an officer who enjoys the privilege of drawing leave pay and pension at the rate of 4/- and 3/8 the dollar respectively and as it was a matter of some probability that he would have succeeded to

a post in the highest class in the ordinary course.

He will in fact suffer some immediate loss on

the occasion of his taking leave since he is at present entitled to draw full pay at the rate of £1,000 per annum while the gain on pension is exceedingly trivial.
